Cream softened butter with brown sugar until everything is mixed together.
Add flour, oats, baking powder, and salt to the creamed sugar. Blend together until mixture is wet and crumbly.
Grease a 8 x 8 casserole dish and spread ¾ of the oat/flour mixture on the bottom. Press down mixture firmly and keep the remaining mixture set aside until later.
In a separate bowl, mix together condensed milk, coconut, and vanilla. Then fold in chocolate chips.
Spread coconut mixture on top of dough in 8 x 8 casserole dish. Sprinkle remaining dough mixture on top of coconut.
Bake uncovered at 350 °F for 25-30 minutes or until top starts to brown.
Place in refrigerator for at least 4 hour so the bars can set properly. Then cut bars to the size you choose.
