In a large bowl, combine potatoes, breadcrumbs, eggs, garlic, fish, pepper, and parsley. Mix with your hands until everything is evenly mixed.
Form patties in hand making them about ½ inch thick. Heat up some oil in a frying pan and cook each patty for about 2 minutes on each side or until golden brown. Heat on medium heat.
If making batches, keep cooked patties warm in oven at 250 °F.
Tartar Sauce
SAUCE: Combine all tartar sauce ingredients in a bowl, mix, cover and store in refrigerator.
