In a large stock pot, brown 1 lb. ground beef with ½ large green bell pepper and ½ large onion. Sprinkle all seasonings (1 tbsp. salt, 1 tbsp. garlic powder, ½ tbsp. ground cumin, sprinkle chili powder) over meat and mix in.
When meat is completely cooked, add 5 cups water and bring to a boil.
Add 1 lb. rotini pasta and cook until pasta is soft but not all the way cooked through. There should still be liquid at the bottom of the pot.
Stir in 4 cups salsa and reduce the heat to low. Cook for a few more minutes, and stir often.
Serve warm and top with 4 cups Mexican cheese, sour cream, or any of your other taco toppings.
