In a greased 3 quart casserole dish, make a thin layer sliced potato and apples then sprinkle on some cheese. Next make another layer of potato and apples. Repeat until you have only potato and apples on top with some cheese remaining in a bowl. This will be added on top later.
In a medium saucepan, place flour and gradually add milk over medium heat. Whisk until blended.
Add apple cider, broth, and seasonings. Bring saucepan to a boil over medium high heat, stirring often. Cook for about 5 minutes. The sauce with thicken.
Pour apple cider mixture over layered potato, apple, and cheese mixture in casserole dish. Bake uncovered at 425 °F for 25 minutes.
Add the remaining cheese on top of scalloped potatoes and bake for another 10-15 minutes uncovered or until potatoes are tender. Take out of oven and let stand for 10 minutes before cutting into it.
